I dressed the hub shaver so it cones the hub slightly. That is to say the inner part of the hub is slightly higher than the outer - opposite from what the new wheels are like. My thought was the wheels would just make contact with the nail head on that inner portion. However, it seems to have increased the free spinning wobble. Do you think it's counter productive then and should re-dress it to make a flat inner hub? I only did one wheel and I'm planning on a 3 wheel car anyway. So we'll consider it a spare.

You are doing it right, it just sounds like you are not coning the hub concentric to the bore. That's why you are seeing a wobble. If your axle head is flat then you want to do what you are doing for minimum contact area. If your axle head is tapered you can do either, coned or flat. It is easier to make it flat because you don't care about being concentric with the bore.

Not sure how I could screw up the hub being concentric using the tool, but I can see the tapered nail head being off for sure. We have to use what's in the box only. So my nails aren't perfect for sure. Perhaps I should do one or the other...
