Can a low end drill press handle the side load of milling out a pinewood block using end mill bits?
Can a drill press chuck hold onto the end mill bit during this process or would an end mill tapered adapter that matches the drill press spindle size be required?

Generally not, because the RPM of the drill press is much lower than the RPM of a router. But also, because it will wear out the drill press (not intended for side milling).

You can do the same thing using routers and a jig. Routers come in lots of sizes from 3hp jobs mounted inside dedicated tables to dremels. Harbor Freight carries a small model commonly referred to as a trim router. Slightly bigger than a dremel, easy to handle with a lot more power. All you need to do is use a template and some pattern following bits, make a platform to work from and the sky is the limit.
