My Grandson wants to do a design that is based on a 5.5 inch wheelbase and total body length of 7 inches. if I try to do this on a BSA 4.5 wheelbase the car will only be 6 inches long. All other things being equal, would a 6 inch body work?

On a 7 inch long car.
A wheel base is the distant between the two axles. sounds like you might be confused a little and that's okay. As it can get a bit confusing to understand.
This wheel base you mention is typically. The rear wheels about 7/8 from the end of the car. That's where the axles / hole would be. Then you would measure forward from that mark of the axle hole of the rear forward towards the front the 5 plus inch mark you want. * axle distance. And drill / mark axle hole location.
Hope that helps you understand. You don't want a 6 inch ling blick. You want to use the 7 inches you are allowed.

This is a example picture. Its pretty close to what you are asking. this car in the picture, is more than 5.5, but not by much.

thanks....but not confused Guess I just really need to know if a 6 inch body length has a disadvantage over a full 7 inch body. To make the design my Grandson wants I'd have to shorten the body to make it look right. (basically cut an inch from the middle of the template to change the wheelbase from 5.5 to 4.5)

would you extend the nose piece or the triangle in the back. BSA requires the 4.5 wheelbase

The nose is very important. It pushes the wheels further up the track. The rear wheels further back naturally gets the farthest back and highest up the track.
