Iam building a outlaw car for a class that are pack has for the parents, If I extend my wheels to the front edge and rear edge of the car, would this allow me to have a more aggessive cog and have a stable car. thanks ;D

I'm not a pro, but the answer to your question is yes. A longer wheelbase has properties to enhance stability, but this alone doesn't make a stable car. You want to maximize all the things your rules allow for.
There are no shortcuts to speed. You will find many "speed secrets" on this site - and we're happy to share them. But it is still you that puts them into the car. I think most would agree that building and engineering the car might be more fun than racing them. This time of year I have a hard time thinking about anything else! If I had a test track my Family might never see me until May ...
My advise would be build at least 2 cars with wheels/axles as identicle as you can. Make the bodies soomewhat different and experiment with them before/during/after the race. Things like wheelbase/COM combinations, how little wood you can have before it crumbles, etc. Last year I made a wing car that has a single movable weight. That allowed me to change the COM at the track with a screwdriver. That car was .10oz lighter than the previous car I made (I brought it to compare) but was faster - even though it was lighter.
You get the idea, have fun with it.

my out law car last year beat a guy that had not lost a race in three years ,a friend of mine invited me to there pack race outlaw class in hopes of beating this guy a engineer from Boeing well he lost and then to top it off I got to race the pack winner and his son lost lol, so I moved the axles another .15 aft and fwd on this years car and with the new style wheels I H cut my wheels with modified shaver blade and drilled holes at the new mold marks to 3/8 my wheels come in at 1.7 grams can't wait tell the race ;D
