My question is around the wheels - our derby rules require us to use the standard "new" BSA wheels that come with the kits. I have used the "Wheel Shaver XT" to make sure the wheels are round - but when I test them by allowing them to roll down a slight decline - the wheel tends to drift to the sidewall side. Does this mean that I have a bad wheel that needs replacing? It seems that most of the wheels are displaying the same tendency.

The roll test is not the most valid of testing methods because a wheel will usually tend to drift towards a heavy spot, radial runout is what you are the most interested in controling (out of round up and down) and if a wheel has a face that is not perfect it will pull that way as well.
Double check the pin on your hub tool for straight by rolling it and check the diameter of your wheel left to right agross the tread face with a caliper is is a good start.
If the wheels are slightly smaller on the face side (which can cause the drift you discribe), no worries if you are rail riding because it will make it easier to get the outter edge up off the rack with a small amount of neg camber.
