Is there any certain technique to removing the 2 burrs from the underside of the nail head? I am using a file on a drill press, but am still having difficulty with either not taking off enough of the burr or getting too far in and cutting into the shaft.

Try not to remove too much off the shaft at the nail head interface when filing these two raised areas. Just get in there with a small file and remove material till the raised areas are removed. Use sandpaper to attain a smooth surface on the axle shaft and head. If you screw up, go to the scout shop and buy another set of wheel and axles for about two dollars. I suggest to avoid revell wheels because of the large amount of radial and side to side runout > slow
