I have seen allot of focus on polishing - the inside of the wheel is always a topic, maybe a little on the inner hub with coning it. Since most seem to be going with rail riders I would assume that attention is given to the outer hub since the wheels practically are in contact with it. Besides the outer wheel shaver, there is no other tool or technique I have seen.......... Then again I haven't searched it out until now. This is my first stop, but any feedback would be appreciated.

[lWe polish the outer hub on our BSA PWD and Pro Cars. Here is a quick and easy way... You might think of some alternatives to this technique.
You can punch-out a circle out a piece of sand paper with a small paper hole punch. Next, use adhesive spray on a pencil eraser to adhere the sandpaper to the pencil eraser tip.
Set wheel onto a table and spin pencil, with sandpaper attached to the eraser, in a circular motion. Use finer grades of sandpaper till the outer hub is smooth.
Do this procedure before you prepare the wheel bore. Let us know if you need any other help! Murph

So far I am thinking of getting a dowel the size of the wheels recess and doing what you do with the sandpaper on the eraser. The other option is use the grinders and small polishing tip from the Dremel tool but use them by hand only. I read somewhere that someone uses a Q-tip with the cotton swab cut off and polish. I have plenty of wheels I ruined getting used to the shaver that I can use as practice.
