What does wetting the paper do that can't be accomplished from dry paper?
Do you use wet paper for both the axles and the wheels?

There our different types of sand paper and they have different ratings Of grit.
Micro mesh sand paper that goes to 1 micron. Does not need to be wet to work well.
Some sand paper. Wet sand paper is designed to be gentler when wet for polishing and fine sanding.
Allot of your finer grit sand paper is wet sand paper. But not all are.
When polishing axles. 1 micron or less is often the goal.
Many use a polish after sanding. But they have to make sure that the polish they are using is finer then the last grit of sand paper they used.
wet sand paper can go up to 4000 grit. most often you can find it upto 2500 grit at local autozone.
Some sandpaper will say what micron rating each grit it. Some do not and you have to contact the mag of the sandpaper. Or see if the micron rating is listed on there website.

No problem, Something to look at, is that now these days, allot of pinewood derby sellers of goods. Offer some pretty good axle and wheel bore polishing kits and atleast you know what you get and what they will do.
You might look at the following sellers sites.
