outlaw Weight and ball bearings

Need some advice we have an outlaw race with a max weight of 18oz. They wanted unlimited weight.

What is best strategy. Must use Pine block and 7 inches long -- anything else goes.

Sugestions?

Ballbearings? Washers Use less weight than the max? Where to put the weight?
