For the past two years I've been using the tool to cone the hubs on wheels. Do you still use this tool on the "new" wheels? These new wheels seem to have that done already (and at a steeper angle?). Should I still try using the tool, or should I just polish the hub and be done?

We always recomend touching up the cone to make sure it is concentric and remove any trace of flat on the inside edge and then polish it. Also, you can use your Pro Hub Tool and a Pro Outer Hub Shaver to remove the step on the outer hub on the face side.
