Our district rules call for 4 wheels touching and axles are not to be bent to cause the car to ride the rail (not exact wording, but close). The district race will be on a best track, not sure of the length.
Question 1: Should I just work on turning the axles until all 4 wheels travel out to the axle head?
Question 2: Where should the cog be? I usually shoot for 5/8" to 3/4" in front of the rear wheels on a wooden track, but have never raced on an aluminum track.
Any answers would be appreciated. Thanks to all of the questions and answers we have used to get us this far.

Yep and yep!
A small amount of natural bend in the axles can give you some adjustment you need for a light alignment, there are a few posts on here on how to do a 4 wheel rail rider if you do a search, 3 cub dad has had some great success with it, it takes some fiddling but is well worth it.
CoG is a little agressive fo me, we shoot for 3/4" to 7/8" if we do not know the track.
